Tom has managed State government public/private system integration projects for 40 years. He led the national efforts for the First Data Government Solutions (FDGS) nationwide State Government Consulting practice for 16 years, in Project Management, Business Process Reengineering, Procurements, IV&V, and Quality Assurance. With FDGS, he primarily focused upon Medicaid, Child Support, Public Welfare, Unemployment and Tax and Revenue programs in 25 states including California, Texas, Indiana, Connecticut, New York, and Michigan. Most recently, Tom served as IT Project Manager for former Indiana Governor Mike Pence's holistic alternative for expanding Medicaid, the Healthy Indiana Plan (HIP) 2.0. During this major project, Tom integrated the services of multiple private-sector IT firms, State stakeholders, over 1,000 State and contracted trainers, navigators and call center staff, to serve over 300,000 new Medicaid clients.

Tom's passion for serving the public health & human services sector is replicated in his dedication as foundation president and board member for one of the largest school districts in Indiana. His avocations include directing local musical theatre and performing as a rock drummer.
